A Cultural and Strategic Foresight Approach to Empowering Saudi Arabia’s Future Workforce

Challenge:

In line with Saudi Arabia’s Vision 2030, the National eLearning Center (NELC) set out to lead the development of multidisciplinary e-learning programs. Their mission was clear: prepare Saudi Arabia’s workforce for the future by delivering innovative online learning experiences. The goal was to equip graduates with the skills they need to thrive in a fast-changing global economy.

Approach:

We partnered with NELC to design ten transformative e-learning programs that combined transdisciplinary learning with culturally relevant, forward-thinking strategies. Our process began with a deep dive into Vision 2030, key projects like NEOM, and global trends in education and the future of work. This foundation allowed us to craft programs that not only addressed today’s needs but anticipated the demands of tomorrow.

Future Foresight and Culture-Centered Approach:

At the heart of our approach was strategic foresight—anticipating future trends to ensure the programs were adaptable to the evolving landscape. We focused on designing learning experiences that equipped students with skills critical for the next decades. Additionally, the programs were rooted in Saudi Arabia’s cultural context, blending local values with a global perspective. This balance between foresight and cultural relevance made the programs uniquely impactful, preparing students for leadership both locally and globally.

Key Features of the Project:

  • Market and Trend Analysis: We analyzed global educational trends and tailored them to the Saudi market.
  • Strategic Foresight: Programs were designed to meet future labor market demands.
  • Cultural Contextualization: Each program aligned with Saudi values while preparing learners for international competitiveness.
  • Human-Centered Design: We prioritized user needs to create engaging, effective learning experiences.

Key Methodologies:

  • Stakeholder Mapping: We identified and engaged key players in Saudi Arabia’s educational ecosystem to ensure the programs aligned with national priorities.
  • Persona Development: We developed detailed learner personas to guide program design, ensuring the courses met the needs of future Saudi professionals.
  • Curriculum Design: We used an interdisciplinary approach that blended future-focused skills with a strong cultural foundation.
  • Prototyping and User Testing: Each program was refined through stakeholder feedback, ensuring it resonated with learners and aligned with labor market demands.

Solution:

The collaboration resulted in a suite of ten innovative programs, each strategically crafted to address key areas essential for Saudi Arabia’s future workforce. These programs were designed with a focus on the rapidly evolving needs of the labor market while remaining aligned with the ambitious goals of Vision 2030. Each course offered a unique blend of cutting-edge knowledge, practical skills, and cultural relevance, ensuring that graduates are well-prepared to lead in both local and global contexts. Key areas covered include:

  • Digital Transformation & Smart Governance: This program prepares students for the future of governance in a digital world. Participants learn how to harness emerging technologies—such as AI, blockchain, and data analytics—to create efficient, transparent, and responsive public services. The program emphasizes the role of digital governance in driving Saudi Arabia's shift to a knowledge-based economy, as outlined in Vision 2030. Graduates are equipped to lead digital transformation projects within both the public and private sectors.
  • Healthcare Design & Innovation: Focused on addressing the healthcare challenges of tomorrow, this program explores the intersection of health, technology, and design. Learners are introduced to innovative healthcare models, patient-centered design, and digital health technologies, such as telemedicine and wearable devices. The course encourages participants to develop new approaches to healthcare delivery that improve access and outcomes for underserved populations in Saudi Arabia, contributing to the national goal of enhancing quality of life and healthcare services.
  • Strategic Foresight: In a rapidly changing global landscape, the ability to anticipate and prepare for future trends is critical. This program trains students to think like futurists, using tools such as scenario planning, trend analysis, and future-proofing strategies. By mastering foresight methodologies, participants better navigate uncertainties and drive strategic decision-making in fields ranging from business to government policy. This course directly supports Vision 2030’s focus on long-term sustainability and resilience.
  • Entrepreneurship & Digital Futures: This program equips the next generation of Saudi entrepreneurs with the skills to succeed in a digital-first economy. It covers topics such as digital marketing, e-commerce, startup ecosystems, and disruptive technologies. Participants are encouraged to develop scalable business ideas that can thrive in the digital economy. The program aligns with Vision 2030’s goals of fostering entrepreneurship and increasing the role of small and medium enterprises (SMEs) in the Kingdom’s economy.

Each program was designed with flexibility and foresight, allowing them to evolve alongside Saudi Arabia’s dynamic labor market. By combining technical expertise, cultural awareness, and forward-thinking strategies, the courses give learners the tools they need to navigate the challenges and opportunities of the future.
